Delete incidents permanently

We'd like the ability to permanently delete incidents from the system, especially old ones that are no longer relevant. This would help keep our records clean.
Status Note
Permanent deletion is not supported because it would compromise the audit trail integrity that makes Steward legally defensible. Instead, use data retention policies to automatically archive old records after your configured retention period.
