Drag-and-drop file uploads

The current file upload works but it's clunky — you have to click the button and browse. Drag-and-drop from the desktop would be much faster, especially when attaching photos from an incident scene.

This is in active development. We're implementing drag-and-drop with image preview, progress bars, and the ability to upload multiple files at once.
