Allow editing submitted incidents

Sometimes we make typos or realize we forgot important details after submitting. It would be helpful to edit the original incident report even after submission.

Status Note

By design, submitted incidents are immutable to maintain legal and insurance defensibility. Instead, use follow-ups to add information or amendments to correct factual errors. This preserves the original record while allowing updates.

I understand the reasoning now. The amendments feature is actually a better solution since it keeps the original record intact. Thanks for explaining.
