Public intake form for anonymous reports

We need a way for congregation members to submit incident reports without needing a Steward account. A public-facing form with CAPTCHA protection would let anyone report safety concerns while preventing spam.

Shipped! Public intake forms are now available. Configure your form in Settings > Intake, share the link, and incoming submissions appear in your Intakes queue for triage.

This is exactly what we needed. Works perfectly — we put the link on our website and already got our first submission!
